London is more than just the City and its famous landmarks. More than its museums, theatres, palaces, taxis and red buses. It is home to some 8 million people. You live, work and socialise across London’s 32 boroughs – you make them tick. You give Harrow’s neighbourhoods, from Edgware to Pinner, their unique identity. It is these distinct areas that make our great capital such a rich and diverse city. Unlike the previous Mayor, Boris is working to give all your boroughs - not just Zones 1-3 - his attention.

Boris Johnson has a nine point plan to secure Greater London’s future. He is paying for this plan by cutting waste at City Hall to free up £3.5 billion for services.

In Harrow the plan means:

  • Freezing City Hall’s share of council tax for three successive years and cutting it this year, benefitting 86,809 Harrow households and putting an extra £445 back into pockets (GLA Website, ‘Budget archive’, link, GLA, Press Release 1 February, link, DLG Website, Calculation of Council Tax Base for Formula, Grant Purposes, October 2011, link). 
  • Growing the local economy with £2,745,785 for Harrow Metropolitan Centre and £360,400 for North Harrow, both sponsored by the Mayor’s Outer London Fund (GLA, Outer London Fund – Round 1 Grant Funding, 8 December 2011, link ) (GLA, Outer London Fund –Round Two Grant Funding, Summary of Winners, 12 January 2012, link ).

  • Boris is also supporting local pensioners by reversing the previous Labour Government’s decision to stop those at 60 getting the Freedom pass until 65 (GLA, Mayor’s Questions, 17 December 2008, link).
  • He is the only candidate in this election who can secure a better deal for London from No 10.

Freezing council tax

  • Boris Johnson has frozen council tax for three years and is cutting it this year. Boris Johnson has frozen his share council tax for three years and is cutting it this year (GLA, Mayor’s Final Draft Consolidated Budget 2012-13, link).
    • This has helped keep cost of living low for benefitting 103,094 households in Harrow, (DCLG, Council Tax Base Band, October 2011) putting an extra £445 back in the pocket of the average household.

Restoring green space

  • 100 street trees. 100 street trees have been planted in Harrow under Boris Johnson. (GLA, Mayor’s questions, 25 January 2012, link).
  • 111 green spaces. 111 green spaces have been created for Harrow residents to grow their own food (2nd highest borough) (Capital Growth Website, link).
  • Ending garden grabbing. Boris Johnson has introduced new protections for gardens from development. His revised London Plan enables boroughs to: ‘introduce a presumption against development on back gardens or other private residential gardens where this can be locally justified’ (GLA, The London Plan 2011, July 2011, p. 86-87, link). Draft guidance also urges councils to prevent garden grabbing: ‘Such a presumption reflects Government’s recognition in PPS3 of the need to provide support for justified, local measures to prevent “garden grabbing”’ (GLA, Draft supplementary planning guidance, December 2011, link).

Investing to transform local high streets

  • More than £3 million for Harrow from the Regeneration Fund. Harrow has received £3,323,000, sponsored by the Mayor’s £70 million Regeneration Fund, to repair damage caused to high streets and town centres during last summer’s riots  (GLA, Mayor’s Regeneration Fund, link)

Making your streets and homes safer

  • 1,000 more police across London by May and £132 million more investment under Boris. The number of Special Constables has more than doubled from 2,500 to well over 5,000.   • 572 more patrols a month. In January 2012 there were 572 more monthly police patrols in Harrow compared with April 2008. (GLA, Mayor’s questions, p 168, 25 February 2012, link). 
  • Total crime and robberies in Harrow have reduced. Since May 2008, Harrow has seen a 14%% decrease in total crime and a 11.6% reduction in the number of robberies. Bus crime has fallen by 40% (MOPC, Monthly Report: Police and Crime Committee, 8 March 2012, May 08 – Jan 12 compared to Aug 04-April 08; MPS Statistics).

Ensuring a true Olympic legacy

  • Boris Johnson has funded six sport participation programmes in Harrow so far. They are (Mayor of London, Sporting future for London, April 2009, p. 9, link):
  • 11 organisations in Harrow are receiving Sports Legacy Programme grants to offer free sports coaching to London. (Freesport Programme Website, link).

Investing in transport

  • £18.9 million of funding for local transport in Harrow. Since becoming Mayor, Boris Johnson has invested over £18.9 million to boost local transport in Harrow including £223,000 to improve Harrow’s excellent safety record at key locations across the Borough including record safety and traffic calming measures around Harrow Town Centre. Underground

  • Improving Tube lines in Harrow. This is part of the Tube upgrade programme, has been secured by Boris Johnson. In Harrow these include:
    • Circle and Hammersmith and City Lines. This will improve capacity by 65% on the Circle and Hammersmith & City line, an additional 17,000 passengers per hour at peak time. From 2012, 53 new trains will be introduced on the two lines. These will be air-conditioned, have walk-through carriages, and wider doors and walkways to improve accessibility (TfL Website, ‘Circle line upgrade plan’, link).
    • District Line. This will improve capacity by 24% on District line, meaning the line can carry an additional 10,000 passengers per hour at peak time. 80 new trains will also begin to be introduced from 2013, with all new trains in service 2016. These will be air-conditioned, have walk-through carriages, and wider doors and walkways to improve accessibility (TfL Website, ‘District line upgrade plan’, link).
    • Jubilee Line. Capacity has increased by 33%, providing more frequent trains and a 22% reduction in journey time. The line is now able to carry an additional 12,500 passengers per hour at peak time compared with before the upgrade (TfL Website, Jubilee line upgrade plan, link).
    • Metropolitan Line. The line has benefitted from new air-conditioned trains and new signalling, increasing capacity 27% and providing more frequent and faster journeys, meaning that the line can carry an additional 9,500 passengers per hour at peak time (TfL Website, Metropolitan line upgrade plan, link).
    • Northern Line. When the upgrade is completed in 2014 capacity will have been improved by one fifth, meaning the line can carry an additional 11,000 passengers per hour at peak time.  Passengers will also see an 18% reduction in journey time (TfL Website, Northern line upgrade plan, link).
    • Piccadilly Line. The Piccadilly will be one of the two last lines to be upgraded. The upgrades will deliver new trains, new signaling and new control centers, allowing for increased capacity on the line (TfL, ‘Tube Upgrade Plan’, link).

Rail

  • London Overground. London’s first orbital railway – London Overground – has 9 stations in Harrow: Finchley Road & Frognal, Hampstead Heath, Gospel Oak, Kentish Town West, Harrow Road, Euston, South Hampstead, Kilburn High Road, and West Hampstead. (TfL Website, ‘London Overground’, link).
  • Oyster Cards. Harrow is the highest oyster- using borough on national rail services with more than 12.6 million rail journeys a year using an Oyster Card. Kings Cross St Pancras Station is the 2nd most popular oyster card using London railway station (TfL, ‘Oyster on National Rail’, December 2009, link).

Bus

  • Bus improvements 22 bus routes in Harrow have been expanded or improved under Boris Johnson. (TFL, ‘Bus service changes May 2008-January 2012, 2012 link).
  • Bendy Buses replaced. Nearly 500 new vehicles boasting the latest clean engine technology will replace the Bendy buses and this will save more than £7 million a year. The buses have been replaced by new buses on routes 258. (TFL, Press Release, 5 October 2011, link).

Roads and congestion

  • Introduced the roadwork’s Permit Scheme. Boris Johnson introduced the roadwork’s Permit Scheme in 2010, resulting in an average 17% cut in the number of road works. In Harrow 6.5% of applicants have been refused. (TFL, ‘London Permit Scheme’, link).

Cycling

  • Cycle Superhighways. Cycle superhighway 11 will run through Harrow by 2013, from West Hampstead to Marylebone (TfL Website, ‘Cycle Superhighways: About the scheme’, link).

Housing

  • 750 affordable housing units completed in Harrow. 430 social rented and 320 intermediate were completed in Harrow between 2008/09 and 2010/11 (DCLG, Affordable Housing Live Tables 1006, 1007, 1008, link).

Mayoral visits

  • Boris Johnson has made more visits to Harrow in his first term than Ken Livingstone made in his first term. Boris Johnson has visited Harrow 3 times since March 2010. Ken Livingstone visited Harrow just once in his first term as mayor (GLA, Mayor’s Report to the Assembly, May 2000 – April 2008; GLA, Mayor’s Report to the Assembly, May 2008 – March 2012).
